The NRF outlines guidelines that help in the alignment of key responsibilities and roles of different agencies involved in disaster relief efforts (Homeland Security 8). In addition, the NRF describes best practices for the different authorities it furnishes with the responsibility of mitigating disasters be it on a small or large scale. It is important to note that the NRF is very flexible whereby the guidelines outlined are designed to cater for the different types of disasters (Homeland Security 8). NIMS complements the NRF by further outlining a systematic, proactive approach, which helps to guide departments in the government, private, and non-governmental sectors as they disburse emergency relief supplies and services to victims of natural disasters or terrorist attacks (FEMA). Dealing with a biological attack in the US or in any other country cannot be haphazard. The RAIN concept is a simple outline of the four steps that emergency respondents should follow in a systematic manner when dealing with biological attacks. The first step calls for the recognition of the hazard or threat. More often than not, medical personnel who deal with medical emergencies; for example, EMTs are often the first point of contact with the biological hazard.
